"E- Chełm District - development of electronic public services in Chełm county"

Chełm County in period of 2008-2011 is implementing the project entitled "E- Chełm District - development of electronic public services in Chełm district " under Action 4.1. Information Society RPO WL 2007-2013.
Project partners are the municipalities of Chelm district: Białopole, Chelm, Dorohusk, Dubienka, Kamień, Leśniowice, Rejowiec Fabryczny, Ruda-Huta, Sawin, Wierzbica, Wojsławice, Żmudź as well as the town of Rejowiec Fabryczny.
The project involves the implementation of electronic document circulation, creation of e-office, in which information and communication devices as well as Electronic Registry Box will be put into operation.
Implementation of the Project aims to:
- increase in number of electronic services provided by local government units,
- adapt of offices to suit legal requirements to provide services electronically,
- improve the functioning of the administration and improve the quality of clients services.
On October, 13, 2010 a working meeting was held at the headquarters of Chełm County Office.
Employees of municipalities - Project Partners took part in it. During the meeting, Thomas Wlizło, an expert on technical matters, discussed the Electronic Document Circulation System. There was also a brief discussion, which focused on computer hardware and servers bought. All technical questions were explained and next stages of the Project were shown.
Promotional information conference
On November,5, 2010 in the County Office of Chełm District there was a conference, during which the goals, objectives and benefits of the project "e- Chełm District - the development of electronic public services in the district of Chełm" were outlined.
Representatives of partner municipalities, Chełm county directors of departments and county agencies as well as people interested in administrative information systems took part in the meeting and discussed in detail the project scope and benefits of the computerization of the county. The speakers emphasized that the implementation of the project first of all will improve and speed up the formalities and service procedures in offices. Customers will be able to pay administrative fees, follow status of the case via the Internet, or download forms from the official Internet portal. Obtaining information, arranging and monitoring the matter will be held comfortably and safely.
In connection with the implementation of the project tender procedure on the task entitled "E- Chełm District - development of electronic public services in the district of Chełm" was initiated. Proceedings are conducted in an open tender procedure. Subject of a public contract, including supplies, services and works will be performed in 12 organizational units in Chełm County Office, and in 13 municipalities - the project partners. Contractors submitting an offer must comply with all conditions and demonstrate the lack of grounds for exclusion from this contract award procedure. Deadline for submission of tenders is April, 5, 2011 at 12 o’clock.
Selection of Contractor for the task entitled "e- Chełm District - development of electronic public services in the district of Chełm".
Chełm district has selected the contractor for the task entitled "e- Chełm District - development of electronic public services in the district of Chełm". The offer made by the consortium: Asseco Business Solutions, a joint stock company, E-Studio Software Nowakowska and Mędrek general partnership and Centurion Technologies Ltd. Concerning a gross value, received the highest number of points as a result of the evaluation according to the criterion. In the near future a contract with the Contractor will be signed and the realization of the project will start, including the adaptation of place for the server room, the construction of a LAN, installation and activation of the elements constituting the PIAP (Public Internet Access Point).
